Disclaimer: My knowledge of electronics is very limited. I'm doing my best. My background is in computer science and computer engineering. I've got quite a bit of background about how computers work but not how electricity works. Digital logic but not the rest of electronics. Additionally, I'm currently lacking the proper tools to debug this thing (logic analyzer, oscilloscope, etc.)
I'm doing my best lol. So far so good.

Any time I say 6502, 6551, etc., I mean 65c02 and 65c51. Specifically, I'm using WDC parts.

I'm using a 1.8432Mhz crystal oscillator on my breadboard 6502 computer and it works fine (I'm running my own 6502 FORTH on it so it's stable enough I'd say. Not sure the breadboard were the problem in your case, are you sure?). In any case we'll done! Your wiring layout is very clean and nice! Congrats! I hope you progressed, with RAM for example.

Can 6502 rom and memory be used on the W65C02 (are they interchangeable), and also is the assembly language the same or similar

How this ever worked I truly do not know... if you look closely, you'll see that data bus bits 0 and 1 are connected to RS0 and RS1 on the ACIA...
Those should be coming from the address bus...
