A phrasal verb is a verb that is made up of the main verb together with an adverb or a preposition or both. Typically, their meaning is not obvious from the meanings of the individual words themselves.
Definition 1 - "PICK ON" to keep treating someone badly or unfairly, especially by criticizing them
Example 1 - Why do you always pick on me?

Definition 2 - pick on someone your own size informal used for telling someone to stop criticizing or attacking someone who is smaller or weaker than them
