Current Raiden is her prime, in the Archons war she was weaker than the current one, not to mention that Zhongli killed and sealed more gods than her, so even in prime he would still win

No doubt Morax at his prime is much more powerful than Baal in her prime.


The main reason people assume the latter that she's more powerful is due to something called a bias. You see people often see antagonists as more powerful than your allies, it makes them seem more like a hurdle the protagonist needs to defeat. As such, your allies are not portrayed as very powerful. I doubt the harbingers are actually god level strong. The simple logic of "why should they obey a god if they are stronger than gods". The same goes to Ei. Although her feats are amazing, she doesn't compare to Morax who has sealed numerous gods and defeated nature defying gods with and without the help of the Adepti. Then there's the Adepti who follow him loyalty. You can't take them out of the picture since they are basically part of his whole package. He has demi gods as allies that fight alongside him and has their unwavering loyalty, without any other drawbacks forcing them to do so other than protect Liyue and probably a few contracts. That in itself is a feat only one other has achieved, the Tsaritsa and her Harbingers.
