You don't need tourist health insurance in Brazil. You just go there for emergency treatment and they treat you for free. Another thing some people do is to treat their teeth in Brazil. It is not free but the dentists are really good and it is way cheaper than in the UK, where I have lived for 2 years. I was doing the math with a friend of mine and it was cheaper to fly to Brazil and do his dental treatment there than to do it in the UK. And that is what he did.

I'm brazilian, it's indeed in the constitution, and we have a Unified Health System to back it up, it encompasses the whole country and is available to all, even foreigners, there is very little bureaucracy for emergency situations, so, if you have an emergency situation here, you will be treated.

So does Canada yet they have to wait years on a waiting list to see a specialist

For emergencies you can be treated kinda fast here in Brazil, but if you are not dying you might wait days or weeks or even months for a more complex exam like a MRI. But blood tests are fast, pressure, diabetes tests are made fast too etc
