Ya know what's crazy, when I was still in the Army they had these places called community centers where you could go if you lived in on post housing to sign out tools such and lawnmowers, weed eaters, shovels, ladders, hedge trimmers, etc. Etc... pretty much anything you needed for yard work, tools to work in or around your house, tools to work on your car. About anything you needed. All you had to do was sign for it and bring it back when it was required back. It was very convenient to tell you the truth. If you failed to return the tools at the time required you were penalized monetarily. After so long they would come to your house to get the tool and you were penalized monetarily. If you somehow lost the tool, destroyed it or it went missing from your possession then you would in turn be charged for the value of the tool and they could turn it in to your unit PAC and they would do a statement of charges and deduct that amount from your pay. My point is, they knew where their tools were and who had signed them out or who was paying for them at all times. It's pretty much a fool proof system. Are you telling me that the library of congress has a weaker security system than that for keeping track of classified documents? It seems to me they should know who took them, when and why they took them, where they were taking them to, and when they were due back
