How to fix GTA:San Andreas black screen (tutorial)

This also works with samp. PLEASE PLEASE PLEASE, BACK UP YOUR FILES BEFORE YOU DELETE THEM. This is just ONE way to fix the problem. I made this tutorial since it worked for me.

After I set the compatibility setting to Windows 98/Windows Me, my game did not open again, what should I do with the compatibility setting?

My problem is the screen gets white and when i press esc and back my menu just still stays but like resume and start new game just gets whiter
