Neeko is a burst damage champion. If she cannot burst you or at least get you down to like 10-20% hp after her combo then she will lose the fight to Swain, who is the exact opposite of burst ( sustained damage ). Swain wins the long fight, Neeko wins the short fight. That's how League works.
