For anyone who cares enough, here's context; Akebi (the big sis) went to school under the impression she was going to get to wear a sailor uniform like her mother did when her mother went to that very school. She idolized her mother and how "cool" she looked in that uniform. Her mother even made the sailor uniform for her herself, getting the fabric and measurements for the uniform. When she went to the first day of school, everyone else was wearing blazers. Apparently, they had stopped using sailor uniforms and started to wear blazers, however, Akebi turned this into an opportunity to stand out and be different from the rest, plus she loved the uniform too much so she ultimately decided to keep it and wear it instead of a blazer.

This combined with the fact Akebi had an amazing and friendly personality that was very likable. She instantly became popular for being the only one using a sailor uniform (which was given the ok by the principal as they had used them previously as well as the principal having nostalgia of wearing one herself) and Akebi's ability to become friends with anyone, those two factors made her soar in popularity, she became somewhat like the Idol that she is a big fan of and listens to.
