Don't assume rehabilitation is an effective practice for everyone. I worked for a behavioral health clinic that administered court-ordered mental health and drug abuse treatment. No one wanted to be there. Very low success rate. Concentrate on the people who want help and prosecute the people who decide to harm people. Victims should be protected. Work release programs have a record of success.
