too cool! Descartes' deceiver is a real control freak. So, we would want freedom from such a dude, the freedom to say two plus two equals...four!

Isn't the problem a logical falacie? One of the premises is false therefore the problem can't be solved. The false claim that I could be in the matrix. There is no evidence to support that so it's highly improbable, therefore I don't believe it on its merits.
The examples you give about personal perveptions though makes global skeptisism important when you are experiencing abnormal cognitive and sensory perception. Which causes you to have false perceptions of the real world that people without congnitive and sensory imparement are not experiencing. Normally one would trust their experiences as being real, but the body and mind can be decieved or broken in some way. Therefore some times doubting experiences could be a good thing.

If my world is a dream made up by evil deceiver, then all historic figures, also Descartes, are just weird details of the dream. I think it undermines Descartes' thesis "I think, therefore I am" if it turns out Descartes never existed.

Global Skepticism seems to be a paradox, which I tend to take as a cosmic level pun. Enjoy the giggle and roll with it.
