California cops love making their chases a movie of the week. Arkansas ends their chases in about a block and a half. While that is excessive, you'd think Cali could be somewhere in between. Other states get the vehicle stopped and get the bad guys out of the car single handedly in many cases. California, "Calling every cop in the state, we need a thousand man stand off for four hours "

GTA is literally a game to these criminals. This is someone’s hard earned property. Our insurance is high due to this scenario. Reinstate work farms (further from LA the better) and make these bottom-dwellers pay off each and every penny of the vehicle cost and law enforcement’s fees.
