My laptop has a cooler boost option that overclocks the fan kinda loud but pretty good.i also mix it with a cooling pad so it get cooler. Now it's only as hot as the surface of the sun

I undervolt my gaming laptop and the temp drop from 80-90°C to 70. Games are slower (by a hair) but I'm comfortable with not burning my fingers everytime I accidentally touch its frame while gaming.

Just get one with good thermal design. My Lenovo legion runs nearly silent when not gaming, and while it can get loud at full capacity, the quiet mode works very well.

And then people like my cousin who sit there, having to max all the settings with so much dust in it, the heatsink is completely blocked. The cpu temperature is 95°C, but refuses to clean out the dust cuz my cousin says "yeah but I wanted a desktop"

I have that exact gaming laptop and it gets so hot it literally heats up the spot it was on for a solid 10 minutes before getting cold.
