As a Chaos Insurgency agent embedded within the Foundation imma let you in on a little secret: Mariah's containment procedures fully include her being thawed out. I don't have the Ethics Committee level clearance yet so I don't know what happened last time they tried to put her on ice indefinitely but what I do know is that last time they did they ended up having to use SCP-5000.

Globally there are around 30k death row inmates, and SCP has access to all of them considering it’s above any government.

Also another explanation is that the inmates taken by the foundation aren’t cataloged through regular channels, making them not counted in these statistics.

That being said we all know they have no problem using honest citizens as D-Class on the low key.
