Alright, let's do some math here.

The man said he was sending $5, 000 a month home, tax free.

He also said their rent was $400 a month.

Raising a child is estimated at $14, 800 a year, which equates to around $1, 200 a month, so where're now at $1, 600 a month.

Now, the average cost of utilities where I live is $330 a month, but judging by the fact that average rent here is around $1, 000 a month, I'd wager utilities would be cheaper there, but let's just say it's $300, so we're now up to $1, 900 a month.

Average cost of a phone bill in the US is $130 per month, so we're now at $2, 030.

Groceries for one person for a month is roughly around $200 were I live, which once again is probably far more expensive than wherever they were given the difference in rent costs, so that brings us to $2, 230.

Average cost of car insurance is around $140 per month, so $2, 370.

Military spouses get TRICARE, so no need for health insurance.

Now unless I'm missing something, that's all the bills you'd need to cover and we're not even to HALF of what the husband was sending back each month. So what exactly might I ask was that lady spending money on such that the money coming home wasn't enough?
