HDPCA - Create a home directory for a user and configure permissions

Hortonworks Certified Administrator - Creating home directory for user and change its ownership
Change to hdfs user ( HDFS super user and execute the following commands )
hdfs dfs -mkdir /user/testuser
hdfs dfs -chown testuser:hadmins /user/testuser

Is there anyway where we can change the permission of mount point to only read only and not write.

Please suggest me
1)new user, home directory getting failed
Getting error user already exists
2)among 10 users home creation
6 are successfully but rest 4 are getting failed home creation failure
