Duterte won't answer question on confidential funds, because it's 'confidential'

Former President Rodrigo Duterte on Wednesday (November 13) confirmed the existence of a cash reward scheme for cops during his war on drugs, saying also that that did not mean that police were incentivized to kill alleged drug personalities.

Duterte and his former aides had previously denied that he incentivized police officers involved in anti-drug operations after at least two former police officers affirmed its existence. But the former president before the House quad committee hearing backtracked and confirmed that such a cash reward system was in place.

When asked whether reward system drew from his office's confidential funds, Duterte declined to answer, saying the point of the allocation is that it is used confidentially.

Mga karakteristika ng confidential fund:

1. Hindi ipinaalam sa publiko
2. Hindi ginagamit para sa mga personal na interes
3. Nakalaan para sa mga layuning pang-seguridad at pang-operasyon
4. May mga limitasyon sa paggamit
5. May mga protocol sa pagpapabuti ng seguridad

Sa Pilipinas, ang confidential fund ay nakasaad sa:

1. Republic Act No. 11518 (General Appropriations Act)
2. Executive Order No. 637 (Confidential Fund)
3. Department of Budget and Management (DBM) Circular No. 2019-1

Tandaan na ang confidential fund ay hindi dapat gamitin para sa mga personal na interes o mga ilegal na aktibidad.

This kind of information is protected to prevent unauthorized access, especially when it is sensitive, personal, or valuable. Examples include medical records, financial data, trade secrets, and classified government information.

As he mentioned, he is legally responsible for the drug war. If any of the victims killed were not involved in criminal activity, then those actions were illegal on the part of the police.
