Now regarding Lees intelligence can be up for question but regarding the agility to think or make difficult decisions are a given due to everyone being ninjas. The only "Mind" that could really equal to Rock Lees would be Might Guy or Naruto. In conclusion Rock Lee might fail in every other category regarding the mind but he is a genius at something and that's being a Genius of Hardwork.
