She actually wasn’t the one to deduce the source of the “hue” sound. The Sonic CD community in specific has put a lot of time and effort into tracking down the individual samples and even specific synthesizers used in the game’s soundtrack.
Also worth noting that Stardust Speedway has greater relevance to Metal than just being a song from the game, as it’s the level where players race against him (and maybe worth mentioning that Sonic CD was his first appearance).

Something I'd like to add, while associating it with the plushie specifically is new, Metal Sonic saying "hue hue hue" has been a running joke within Sonic memes for awhile. An example that immediately comes to mind for me is "Metal Sonic Malfunctions" by RandomGoonVO on YouTube where "hue hue hue" is used as the final punchline. I imagine Metal's appearance in Sonic Movie 3 caused the joke to reach more eyes which is why we are now seeing an explosion of Metal Sonic memes and I honestly couldn't be happier about it.
