I guess Julian felt someone's in the bush because they've been setting that area multiple times in that match. So he backed a little bit, waiting for cd and/or baiting skills. Even claude didn't instantly moved to that spot. Claude has his mind set on that minion wave and was just as shocked as Julian was to find someone in that bush.

not to mention that bush is the safest place to gank since:
1. it's the long lane
2. one of the many bushes without any nearby creep
3. proc aggro on the creep to check if bush is unavailable
4. the only bush in that scenario where any solo play can escape without the burden of walls blocking your escape

See Claude going up top to clear wave as soon as the lord goes down? That's because they saw Beatrix on the map going up top, which they assumed was to clear the wave because their top tower was about to go down. Beatrix didn't show up on the map up top after that, so Julian assumed Beatrix was camping to ambush whoever's gonna clear top wave. Simple as that. Even RG players could have done it if they have game map sense.
