The 180° line of longitude is where the international dateline starts and ends at the poles of the planet earth. New Zealand in the south and Eastern Siberia in the north is where the first or most advanced time zone would logically be. But since samoa and Kiribati's line islands observe time zones 1, and 2 hours respectively ahead of new zealand then these two locations are in the first time zones while new zealand is the 3rd time zone. While baker island and Howland island just east of the 180° line of longitude is the last time zone.
