The video doesn't explain that the Intelligence chief was appointed by the Greek prime minister himself. Because he was under qualified, the Greek government changed the law to allow such thing to happen. In addition to that the general secretary was his nephew and he was working closely with the company responsible for the spying software.
PM also changed the hierarchy by setting himself as the head of the Intelligence office immediately after his election (2019).
