She actually does have a delusion. In the description of the Funerary Mask that you obtain after defeating Signora, it makes a mention of her Cryo Delusion: "Before the icy Delusion extinguished the flaming tongues that ever gnawed her."

Also here’s a little bit of lore tied to the voice line of “don’t call me a witch!” in her battle.

After she turned into liquid flame she returned to Mondstadt, her home nation, to help fend off the monster invasion. After all the monsters were defeated the people did NOT thank her for her help, instead they decided to grab pitch-forks and run her out calling her a witch.

I would've felt SO MUCH empathy for Signora's death if they had executed her story better... I barely knew her when she died. All I knew that she was just another villain.

Venti was literally unconscious as a result of the calamity when Rostam died. He didn't "leave Mondstadt to fend for itself", he was in a coma.

Oh, yikes, now do I realize how different the localization for this scene was.

So, in CN, Signora doesn't insult Venti as much, she just kind of alludes he's pathetic, her original lines, she just compares Venti to a hamster, she doesn't question him as a god, just says he 'troubled Mondstadt a lot'. Venti doesn't insult her back either, he just corrects her saying "you're not talking about a hamster, you're talking about a rat". After the slap, Signora actually just says "Now it's not your time to talk", less personal and more general.

Oh also, after she gets the Gnosis, she actually says something akin to "this thing doesn't compare to my beauty", to which Venti basically calls her being rotten (technically could also be ugly, but rotten in that sense means he's criticizing her as a person rather than superficially).

So yeah, localization hit this scene pretty brutally. Apart from that one comment from Venti, there doesn't seem to be anything personal between them. Although Mihoyo's localization team seems to be pretty infamous for butchering up the lore and characterization.

My condolences for Signora Mains, I can talk with the Scaramouche Mains to see if we could transfer our Copium supplies to ya'll. We're probably not gonna need them in a couple of months so…
