Valide Kosem Sultan was the most powerful (in my opinion). But if you think about it both of them were powerful in different ways: Haseki Hurrem Sultan started that the Sultanate of women and Valide Kosem Sultan was the first regent Sultana. And both of them were beautiful (Beren Saat / Nurgul yemiliscay, Meryem uzerli/Vahide perchin).

Hurrem is real Queen..kosem was quite powerful but not compared to hurrem...If Hurrem was in the place of kosem..she would have never let anyone kill her own son..kosem did a lot of mistakes but for Hurrem it was do or die situation always..and the big difference between them was hurrem did all in the order to protect her kids and herself but kosem did for powers..
