OK this is what I understood:
1: Download latest Zipped file of phpBB to your computer.
2: Unzip and upload the unzipped files to the host, using FTP and changing permissions as stated.
3: After upload, open install file saved on the host using browser.
4: Install phpBB on the host. the localhost points to the host.
5: Information on Install tab is given by the host.
6: Upload same files using FTP with Install folder deleted and config.php exclusive permission to yourself.

Are you saying it would be installed on another system(not your host) and you simply point to it in your HTML?! Thus it is already installed and working, all you do is make some maintenance work on the control panel? All the installation and system maintenance is done for you by the HOST team? And you would be willing to pay a minor monthly fee to compensate those techs! And you would lose some security, as others are allowed access to your stuff!
I don't know if I covered it all!

@Colinmurff watch the whole totorial, use FileZilla and then right click file permission change numeric value to 666. :)
