I have 4400 JD and trans wont move. it is hydrostatic, and looks like clutch disc or flywheel between eng and trans. does hydro trans have clutch also?

My uncle has the same problem its a international 70s tracktor is it electril stuffor those years dont use electrical?? Or could it be same as this one just wondering diffrence between old pto and new ones thanks..
