If that was Rahul's real intent he should just said that; that the speaker should not bow down to anyone. He should have stopped there. Instead he clearly ciited the difference in the manner in which the speaker shook hands with himself and Modiji. That clearly brings out what was in Rahul's mind. Modiji is respected much more thn me!!
More important is the fact that Rahul failed in distinguishing what is bowing in respect and bowing down to someone is ! Any Indian, will clearly understand how we bow or touch the feet of someone elderly in respect and how we acknowledge someone at par. In fact the speaker has considered Rahul at par with himself and treated him accordingly. The absence of the Hindu culture in Rahul or in the person who wrote the speech for Rahul precipitated the situation. Or it could be the immaturity of Rahul that got the better of him as he went hyper while delivering his maiden speech at LoP!!!
