Starting at about 7:50, the unit being assembled is a Zeppelin NT, not a Goodyear blimp.

As a retired government employee I worked with the Aerostat program from 1998 until 2015.
They are a real deterrent in interdicting airborne smuggling as well as seaborne smuggling along our coasts.
There are 23 Aerostats from the Pacific al the way to the Bahamas.
