First off, Imperfect Cell was stronger than all the forms of Frieza up to his Final “Full Power” Form in the DGZ Saga. If Cell was easily able to beat Piccolo after he fused with Kami which was stronger than trunks in his Super Sayian form, then he would have easily beat Frieza ☝🏾.
