South American investors pay no tax on US Capital gains or rental income because they don't file us tax returns, they barely pay property taxes that are artificially depressed by strong real estate lobbies that hold down property insurance rates and taxes for the riskiest waterfront investment properties consuming outsized infrastructure costs in expensive utility sewer bridge and beach road maintenance & construction for areas where that kind of infrastructure is more expensive and subsidized by the rest of the State...they don't know and most know but don't care that this tax evasion is criminal because they know there is zero enforcement by America and their home countries have no way to know.
