If I don't put on moisturizer right after I get out of the bath, my skin stays dry no matter how much moisturizer I put on.

I understand this for my body but what if I have other serums or toners etc to put on before my facial moisturiser? Even more confusingly some of the ingredients are best applied to very dry skin to avoid irritation (like glycolic acid). Am I damaging my skin by letting it dry out first
