I think he's screwing this up. A benchmark would be a statistical comparison, and the metaphor would be that you could quantify the comparison. Like with performance benchmarks, and you either meet it or not and it's cut and dried. Whereas a touchtone is more nebulous and it's like a standard something can be held to or up against. Much like saying the 'the gold standard', even though that phrase has evolved into meaning simply 'the best' for it's category, and not so much something to compare other similar things against to see how they stack up. But I suppose you could and people do and they could be thought of as pretty much identical in that way. But he's right that touchstone essentially does come down to as a practical matter another word for and synonym for 'criteria'. Something you gotta have to be worthy of some category. Which is almost qualitatively different than saying Star Wars is the touchstone of sci-fi/fantasy movies. The very best that you have to match up against if you're something similar.
