For experience, definitely has to be Shane. He was a law enforcement before the outbreak so he had experiences for different types combats and during the apocalypse, he knew exactly what people were gonna be like, thus acted aggressive and dangerous to survive.

Shane is stronger and has more experience he taught guns way before anyone knew how to shoot. Simon hasn’t really done much but kill unarmed people. Shane taught the whole group how to shoot at the farm he could’ve raised an army if he would’ve survived that long.

If you watched the punisher, I think Shane had the potential to reach frank castles level of combat level. Yeah Shane wasn’t a marine but he is in an apocalypse and it being John, he can equal that strength as frank. Shane could’ve left in s2 with Andrea and came back at the end of s5 instead of Morgan. Imagine rick shoots Pete, looks up and sees Shane standing there with Daryl, Andrea, and even Morgan
