The only sensible thing I heard in that was the last chap saying the term 'resilience' is slippery. Resilience as a concept only works if we are all 'in it' together - and we are not. Vast numbers of our global population will never need to live 'resiliently' as they have the resources to live resistantly. Therefore I feel that that this is perhaps just another attempt to perpetuate our existing pyramid (top down) paradigm by forcing liability onto those who are least able to support it.
