What i think about the deal is windows needs an ARM version for the consumer so the consumer space will have more possible companies in it but just AMD and Intel. the major issue is Microsoft's software. It is made for x86 not ARM and ARM runs ok on it depending on what you want to do with it. Avg user tasks it runs the same as x86 but no games on windows run on x86 so most gamers will not choose it and you have most business software that runs on ARM already has another OS for it.

You might be able to have the avg consumer just not care if Microsoft has an ARM version for windows that works as good and an ARM version for their Microsoft Office suit. The next issue would be the security software. most don't look at the "needs x86 of compatible" part as it is just assumed they have it already when using a pc or laptop. After those 3 parts happen i think a real market competitor can happen for using ARM processors. The part of needing the user to know which one they have will make some not want to go away from what they already have. The gamers will also stick with x86 as the bulk of games are made for x86. Thankfully gamers only make up around 10% ~ 15% of the market when talking about standalone games are not using a thing to make it cross platform anyways.
