I would probably make the platforms part of the environment but keep the parallaxing background to make the game feel grounded(like a sonic game).

A lot of people don't like this type of art specifically but personally I think it fits the aesthetic especially considering the inspiration. It does make it look more like a flash game but that's the price of this aesthetic.

I'd recommend looking at Nonsensical 2D. He basically has an entire channel dedicated to 2D platformers and art.

Use URP with lights and post-processing effects and the game without touching any of the design will change a lot, in the same way due to the type of game, I don't see it as bad either now or before.
