I live in one of the rainiest places in the world, Mountain View, Hawaii. Before you remove the roof, investigate all your options. If it’s not too badly rusted around the nails/screws, you can treat it with rust converter and simply patch it with the silver roofing tape. Then you can paint it with 2-3 layers of house paint afterwards. There are specialized roofing paints but even just some old paint someone is discarding will work. As long as it’s not too dehydrated, you can mix a bunch of old latex paints together and paint with that. Color is not so important as long as you can paint it on without having too many clumps. If there are clumps, you can run it through a sieve. Using a paint sprayer is also a good idea. Can make the process faster. If that’s too expensive, be sure to bag your brushes and rollers in individual bags between uses and store in the fridge or cool dark spot if it’s too hot 🥵. Paint has been designed to dry out quickly so covering brushes and making sure lids are secure between painting sessions will save you lots of cleanup and paint wastage.

I’m trying to imagine what the community of people in the vicinity is like?! If so many places are being abandoned in rural areas, the remaining residents may not welcome new people, especially non-locals or foreigners. And how are infrastructure and social services supported?

Yeah like mentioned thats looks like solar boiler.
If there are pipes its water heating if there are cables if photovoltaic. Stuff like photovoltaic vater boiler exist but that thing is too old.(there are many combinations that exist too). Solar water heaters are fantastic way to cut power cost side from photovoltaic.
ED: If you see cables from panes bether not touch them.
