It looks like the glass may absorb moisture from the air and you're seeing where it is boiling off. I know graphite molds also do the same thing as you heat them, which is also why you sometimes have to preheat graphite containers and molds when doing things like using an exothermic weld process.

I think this was one of the earliest examples of halogen bulbs being available with an E26 medium base. I remember seeing this in lighting catalogs in the early '90s. I always figured they were intended for torchiere lamps.

Here in the UK, we had these with a candle shape Glass cover on. The difference was that you could replace just the halogen capsules, when they burned out!.

Cool bulb! Cool in looks not in use, ;) I think that that is really moisture from what seems to be vents on the lower part of it. All the halogen bulbs I have seen are of the A19 standard shape and totally sealed as normal ones are.

Beware - I grabbed a couple of these at a dollar store and they didn't last long, disappointing.
