Steps:

1. Toolbar -> Colors -> Desaturate -> Desaturate
2. Duplicate layer
3. (Selecting first layer) Toolbar -> Colors -> Invert
4. (Selecting first layer) Change blend mode to "Dodge"
5. (On first layer) Toolbar -> Filters -> Blur -> Gaussian blur (adjust as needed)
6. Merge layers
7. Toolbar -> Colors -> Curves
