Eyup Kun: Evolution of Cybersecurity Responsibilities in the EU Law: towards NIS 2 Directive

Businesses are unlikely to deploy effective cybersecurity precautions in the absence of statutory obligations. This problem originates from businesses' refusal to consider the expenses borne by society and other businesses in the event of a cybersecurity catastrophe. In response to this issue, the NIS Directive (2016/1148) imposes a slew of legal obligations on specific businesses to maintain cybersecurity. While the NIS Directive was a significant legal advance, its implementation proved difficult. As a result, the EU Commission proposed the NIS 2 Directive in December 2020 to address concerns with the NIS Directive's implementation and to broaden the scope of companies subject to cybersecurity requirements. In the light of these developments, this talk aims to shed light on the evolution of cybersecurity responsibilities from the NIS Directive to the proposed NIS 2 Directive.
🎤 Speaker: Eyup Kun
Eyup Kun graduated from Istanbul University, Faculty of Law in 2018. He completed his master's studies at the London School of Economics and Political Science (LSE, distinction) with a specialization of information technology, media and communications law in 2020. His master's studies focused on data protection and intellectual property law. During his master's studies, he was involved in several projects related to the intersection between data protection and other fundamental rights. Afterward, Eyup worked in the Data Protection Unit at the Council of Europe. He is a Turkish lawyer admitted to Istanbul Bar Association.
Currently, he is a doctoral researcher at the University of Leuven Centre for IT & IP Law, Faculty of Law (Belgium).
The seminar is facilitated by the CCL in a framework of the joint Center for Civil Liberties & ABA ROLI project "Promoting Internet Freedom in Ukraine", Kyiv School of Human Rights and Democracy launched the “Internet Freedom Club” program.
It is a series of webinars on the topics of media law, IP and ICT law conducted via an online platform specifically designed for learning about Internet freedom and participating in public campaigns to support it.
