One of the worlds Michael has inhabited for years and come to know with his unique appreciation is the infrastructure of self-government that we’ve put together here. And the people whose commitment to the idea behind it and their own expertise have kept the whole thing running, or who have been run over by it at times. The Fifth Risk and Premonition cover his deliberate wanderings through the pockets of wisdom the whole damn thing depends on: managing nuclear waste, or creating an informal gang of pandemic specialists, or exposing the cretinous attitudes of private lending firms who kneecap programs that forgive loans for dutiful public servants. We’re lucky to have him at work.
