What is the B1 language level in French?

The first person made a lot of mistakes. She was rather A2 than B1 to be honest. The other person however was indeed a B1.

i find B1 is being able to express most of what you want, but you repeat words to say different things. B2 expands your vocabulary and brings in words and phrases that are less common
