Bad neighborhood. These ANIMALS that prey on people in Detroit know to stay south of 8mile, because the DPD has a slower response time. They take awhile to get there. This is very important when you are a criminal. When they pull this stuff in the suburbs, they know they will get caught. The cops are there instantly. There are gangstas who NEVER leave Detroit just for these reasons. Scared of jail.
