Perfect for use by classes that aren't supposed to carry weapons, if I were a shinobi of the era I'd have a forged open letter of hire from the groundskeeper or castle attendant from some far-off prefecture, do my thing carrying a few Kunai with a couple rope dart variants, & always claim to be coming or going from the place.

You could probably use it as a lane guide, a trowel, or if a peeved off animals comes running, you already have a pointy thing on a rope.
