Technically, Homer *was* the one responsible for getting the dome put over the town. However, the only reason the lake even *got* beyond its breaking point was because everyone else was dumping all their crap in it too. But of course, nobody in Springfield wants to take accountability for anything bad that happens to their town, so they instead just scapegoated Homer to feel better about themselves.
