Considering the statement that Google disabled the cluster threading for the AMD EPYC Milan processors, it's up to them. By any chance, if they turn on this then we are not getting 1 vCPU = 1 Core. and it is only declared here in Google Cloud Docs, which means other cloud platforms choose it manually according to their needs.
