Well. It didn't happen when this video. I guess it was referring the emotional Uraraka talking about Himiko.

Anyway, it happened later. Still, there was a lot of years of timelapse between these scenes.

Besides, it wasn't a full confesion, but I guess was... enough. The scene suggest they went separated after the graduation. And they talk at the end of a shared party between old members.
It wasn't a "I love you, marry me", but more like a "I want to go out with you". But it's enough to infer the rest, I guess.
