There is no state in communism, and personal property still exists. This how the dialectic works. Socialism isn't a mode of production in and of itself, but rather what we call lowstage communism, the transitory stage towards communism which is the mode of production we seek to establish. The state exists in this transition as a way to enforce the will of the working class onto the disenfranchised capitalist class. The state being this tool. What still exists is better described as government, which is just another way of talking about human organization. Likewise both use a command economy. The real defining different here is that communism abolished money, the state and class society entirely. Socialism as it transitions will have the birthmarks of capitalism so to speak. It will maintain various features of capitalism in the transition. China is a good example, though how it happened with Deng Xiaoping was messy, it still has pockets of the capitalist mode of production inside the larger socialist economy. It is still primarily a Dictatorship of the Proletariat. How good of a DotP it is would be a different topic. I think with Xi Jinping and the shisanwu it is over all good.
