If you think about it ichigo is the ultimate hybrid so he has a lot of power but he isnt able to access it because of zangetsu and not knowing the truth but zangetsu doesnt want ichigo to die thats why he is able to access more of his power when he is about to die like in the kenpachi fight or every time white zangetsu helped And eventually he takes control of his own power when he masters vizard and afterwards with his true shikai

Have to remember that even though his Shinigami powers grew stronger because of White coming out, for most of the saga his powers were fluctuating because of him trying to hold back White instead of embracing his instinct. Ulquiorra said it best, “At worst his powers are trash and at best his powers are greater than my own.” In the soul society arc he was literally a tier above Byakuya but because of his inexperience in using his Bankai he tired out fast. That’s why while Byakuya was equal to the Zammimari (or whatever his name was), Ichigo was easily stronger than Yammy at his best and probably could’ve matched base Ulquiorra if he embraced his Shinigami powers. Ichigo’s base when he was confident in the soul society arc was equal his masked version when he was needing himself.

Its almost as if the majority of "bleach fans"(new ones tbh) dont know aizen orchestrated ichogos whole life for the purpose of bonding with hogyoku. Aizen literally told ichigo (and viewers) ge needed someone strong enough to push him to evolve once the hogyoku was in him so he could "cast away his zanpakto and become a God." Granted, this is in reference to his growth throughout the original bleach anime and has been added to/ expanded in TYBW. Then again, the vast majority of current bleach fans have only watched TYBW. So, its surprising and simultaneously not.
