I wonder if the faa didn't think to give all the staff in the towers and pilots a refresher course about safety after the pandemic when they allowed people to start flying again or did they just jump right into it with no problems?

Something happened to pilot attentiveness and comprehension of controllers' directions. Perhaps their job has gotten so easy that pilots have become complacent. You can't pre-program ground control and then just push a button to do the right thing at the right time. Navigating a busy airport takes knowledge, situational awareness, and, above all, attentiveness to controllers' directions. For whatever reason, pilots seem to have lost the edge. It will take a disaster for the industry to respond appropriately.
