People sleep on Piccolo but he was constantly on par with Goku or the 2nd strongest without always jumping into the HTC. He held things together until Goku arrived for the Saiyan saga, went toe to toe with 2nd form Frieza, did the same with 17, and so on. That's great giving that he doesn't get the zenkai boosts.
